The Temple City Council Thursday approved, 4-1, reinstating a letter of intent with Duke Energy to supply water to a potential power plant in the southeast industrial park.Councilwoman Martha Tyroch voted against reinstating the letter, saying she had questions about the need for the plant and the water supply it would require.Belton and the Brazos River Authority are also included in the agreement, which would pay Temple $50,000, an increase of about $20,000 from previous editions of the letter of intent.
