The Cultural Activities Center has existed in some form since 1958, after Raye Virginia Allen and the late Nora Lee Wendland organized an arts festival that demonstrated public support for the arts in Temple. They formed the first local arts council in Texas, which was one of the first in the country to combine with a center for the performing and visual arts.
