The Temple City Council on Friday discussed about $5 million in projects, including a new animal shelter it is considering issuing certificate of obligation bonds to fund at its June 20 meeting.Although council members have said they believe conditions at the existing shelter are so deplorable a new facility is required, several have expressed concern about the $1.4 million cost of the proposed 10,000-square-foot facility.Assistant City Manager Randy Holly said the figure includes architect and engineering firm fees and site cleanup costs, in addition to $1.07 million for construction.
