Business group offers ideas for state

AUSTIN (AP) The Texas Association of Business on Friday put a $15 billion price tag on its ideas about how to balance the ailing state budget without new taxes. The money could come from things such as giving up future payments from the tobacco fund, increasing Medicaid eligibility requirements and using the emergency Rainy Day Fund, according to a report by the high-profile group. The group also suggests slashing state agency budgets by 2 percent and laying off 1 percent of the state
