The vote was 4-1 against the zoning request with District 2 council member Patsy Luna voting in favor of the change.
Edgewater Affordable Housing, L.P., representing the owner of the 200-unit complex, requested that the property, zoned general retail district, be rezoned to planned development, multiple family two district.
Edgewater had hoped to take over management of the apartment complex and make improvements to it. Some of the planned improvements cannot be made under its current general retail zoning. Improvements included such amenities as a pool, covered parking and a new look for the apartments. Plans also called for more careful screening of residents.
