A city cannot grow beyond its ability to supply water to residents and businesses. With that in mind, Temple City Manager David Blackburn briefed the Temple City Council on water rights and future demand during a workshop session Thursday.

At the regular meeting afterward the council approved changes to its brush and bulk policy that failed for lack of a second at its May 18 meeting.

Blackburn said his presentation on water was related to the connection between growth in the city and availability of water.
