Georgia company to study needs of Mayborn Center

The City of Temple is looking toward expanding or renovating the Frank W. Mayborn Civic and Convention Center after authorizing an $89,300 contract with a Georgia company Thursday to develop a market and financial analysis and feasibility study for the proposed work.

The council hired Strategic Advisory Group of Duluth, Ga., for the capital improvement project. The city has estimated a total of $410,000 for the improvements.

According to the city the Mayborn Center began operations in 1982 with the aim of attracting business meetings, conventions, trade shows and tourism events to the city. It was also planned to host local events.

Ken Cicora, Parks and Leisure Services director, reported to the council that since its opening the center has not kept up with infrastructure improvements needed to attract events.

He said a study would allow the city to determine if improvements made to the center would benefit existing users and attract new users.

The improvements planned, he said, include improving technology capabilities for business meetings and events using music, renovation of the of the kitchen, expanding the facility and giving the center a general “facelift.”

Cicora reported that if the market analysis does not indicate a need for renovation or expansion, the total expense for the study would be $32,900.

The city had estimated the total cost of the study would be $50,000. The remaining $39,300 would come from the hotel/motel unreserved fund balance.

Also at the meeting the council approved a $39,000 contract with Davey Tree Surgery Company to assist in brush pickup for the company’s assistance in picking up brush left over from the Easter weekend snow storm.

The city reported that brush crews had completed their first sweep of the city on Tuesday, providing brush and bulk collection to all residents at least once since the storm.

This week solid waste crews will make an additional run through the city to pick up leftover brush from the storm.

The city anticipates resuming its regular schedule of brush pickup by May 14.

According to the city, by using personnel from other departments and outside brush-chipping contractors, crews collected an estimated 17,258 cubic yards of brush in 22 working days from April 9 to May 3.

Overtime wages were estimated at $16,920, truck costs were estimated at $9,155 and an outside contractor was $19,500.

Also at the meeting the council authorized a contract with Johnson Roofing Inc. of Waco to re–roof the Municipal Building for $62,200.

The new roof is part of the 2006–07 capital improvement project.

According to the city, the current roof is more than 18 years old.

The Waco company was the low bid on the project. The company will offer a 15–year warranty on materials and two years on workmanship.

The project includes removal of the old roof and installation of new insulation.

The work will take an estimated 60 days.

Also at the meeting the council:

§      Authorized the purchase of six replacement motorcycles for the Temple Police Department from Lone Star BMW of Austin for $133,158.

§      Authorized a professional services contract with The Waters Consulting Group of Dallas for a compensation/classification plan study for $42,600 plus expenses of $5,000.

§      Authorized a $89,510 construction contract with TTG Utilities of Gatesville to extend a 12–inch water line along South 5th Street from Memorial Church to State Highway 93.

§      Approved the second reading of a zoning change from agricultural district to single family two district on 26.59 acres at the southeast corner of Hartrick Bluff Road and the Georgetown Railroad.

§      Approved a conditional use permit to allow a women’s shelter at 701 East Central Avenue.

§      Confirmed the appointment of Tyffany Howard as a Deputy City Attorney.
