Council will hear options for moving municipal court

The Temple City Council will hear a briefing from a local architectural firm on possible plans to relocate the municipal court and business office during a workshop beginning at 3:30 p.m. today in the Municipal Building.

The regular meeting will begin at 5 p.m.

City Manager David Blackburn said a portion of the presentation on the court and business office building will be in executive session.

The briefing will come from Architectural Edge of Temple. The council authorized a $295,150 contract with the company in April for architectural and engineering services related to the renovation of the old police building or possible construction of a new building. The firm’s work would include space needs analysis, site selection, design and construction administration.

In September 2002, Temple voters approved $12.7 million for construction of the current Temple Police Department and renovation of the old police department building as a possible municipal court building.

Of the total, $700,000 was marked for the court renovation project, according to officials. The renovation project was originally estimated to cost $1.7 million. Other funding would have come from savings of other bond projects and the use of municipal court restricted funds.

An architectural study conducted in 2003 indicated that the old police building, located at 105 S. Fifth Street, was structurally in good shape considering its age, but its air-conditioning system would have to be replaced and the building would have to be brought into compliance for accessibility. Also, an asbestos study would have to be conducted.

Estimates came in closer to $2.4 million and the capital improvement plan approved in 2006 included an additional $800,000 for the renovation project.

The city broadened the possibilities for the court facility to include constructing a new building, either on the site of the old police building or at a different location, and including space for the city business office as part of the plans.

The current court building, located at 300 West Avenue B, was constructed in 1976 and is 4,000 square feet.

As part of the regular meeting, the council will consider two parks-related capital improvement construction project contracts.

The city will consider a $384,360 contract with Alpha Constructors Inc. of Temple for improvements to Baker Baseball field and replacements of restrooms in Lions Park.

The council will also consider a $116,878 contract with JHL Construction of Gatesville for park trails in South Temple Community Park and Woodbridge Neighborhood Park.
