Man wanted in hit-and-run death surrenders to police

The 20-year-old man wanted on a warrant for failing to stop and render aid after the hit-and-run incident that resulted in the death of Billy Frank Streater is behind bars at Bell County jail.

Emmanuel Gandara Ibarra handed himself over to the jail on Tuesday evening, according to police radio scanner chatter. The Main Street resident was driving north in the 1300 block of Main Street when his car left the road and hit Streater while he was gardening in his front yard on May 22.

The charge is a third-degree felony.
