The new covers are required to comply with the Virginia Graeme Baker Pool and Spa Safety Act, signed by former President George W. Bush in December 2007. The law, which went into effect in December 2008, was named for the granddaughter of former Secretary of State James A. Baker III. In 2002, at the age of 7, Graeme Baker died in a spa after the powerful suction of a drain trapped her under water, according to the Safe Kids USA Web site.
“All the other pools have already been retro-fitted with the new drains. This is the last one,” said Karl Reigle, city of Temple facilities pool crew leader.
