Health insurance costs continue to soar, making it difficult for government bodies to choose an affordable plan to cover their employees.

The city of Temple dropped Scott & White Health Plan as a provider and chose a self-funded insurance plan for its 650 full-time employees, using Blue Cross Blue Shield of Texas for third-party administration.
